About
House Bill 64 is the main operating budget for FY2016-FY2017, and was introduced by State Representative Ryan Smith. Amendments were added that would prevent Ohio from contracting with PARCC or Smarter Balance for state testing and provides more transparency in how state lottery funds are used to fund education in Ohio. In particular, this language would prevent the use of lottery funds from being used to fund the increase costs associated with the new online testing programs being implemented to test the Common Core Standards. Also HB 64 would extend Safe Harbor to the 2015-2016 school year to protect students, teachers and schools.
